The EEC-IV-based system from Ford began using a mass air meter in the '88 California units, then went to all 50 states and Canada, starting with the '89 model year. The mass air meter is an input sensor, essentially telling the PCM how much air is entering the engine so that the PCM can calculate what to do with the output sensors (injectors, for instance).
