A primer/sealer (usually epoxy), is applied to bare, properly prepped steel, and is used as a "tie-coating" giving either fillers or primer/surfacers a compatible surface to sit on. Most primer/sealers are not sandable, and are not designed to build up or fill imperfections-don't get the two confused. View Related Article
