Paint, primer, primer surfacer, and primer sealer are all applied wet, primarily so they can self-level as they dry, but more importantly to be transferred to the panel or car in liquid form, via the aforementioned spray equipment. Solvents are the main cause of problems in paint, but the most necessary component of the process.
